The General Department of Inspection and Measurement celebrates the international ‘Measurement Day’ and holds an expanded meeting which included all measurement offices at all oil terminals, oil fields and offshore platforms

On the occasion of the International Measurement Day which is celebrated annually on 20th May to commemorate the anniversary of the signing of the Meter Agreement which resulted in the global system of units, the General Department of Inspection and Measurement held an expanded meeting on Thursday 20/5/2021 which was attended by the Director of the Department, managers of the departments, observers, coordinators and supervisors of the inspection and measurement offices at all terminals and oil fields. The meeting began with a speech by the Director of the General Department of Inspection and Measurement, Mr. Ali Al-Saadi, during which he highlighted the efforts of the departments and all specialists and inspectors in following up the processes of measuring oil and gas and their derivatives and applying the Libyan measurement guide, standards and standard specifications to achieve accurate and quality measurements. He also pointed out the importance of metrology as one of the pillars of maintaining the oil wealth.
That was followed by a speech by the Director of the Inspection Department, Mr. Ahmed Al-Farjani, in which he explained the importance of following up the projects of measurement and calibration systems and adopting them through scientific and technical methods, in light of the qualitative transformation and development in measurement systems which the world is witnessing and the importance of their use in Libya.
Inspection specialists made a presentation on the projects of measurement systems adopted at all sites and the progress of those projects.
After that a speech was given by the Director of the Measurement Department, Mr. Hamed Al-Touati, in which he confirmed that the measurement department is working diligently and persistently through its coordinators and its affiliated offices in the oil fields and terminals, on approving quantities and quality certificates and achieving the chain of reference for the results of measurement processes performed in accordance with international specifications and standards. He stated that the coordinators of the measurement offices in the oil fields and terminals were permitted to submit presentations on evaluating the existing measurement systems at all sites and the level of commitment by the operating companies in applying the requirements of the Libyan measurement guide, and the technical problems which obstruct the workflow of those offices and the best methods to address these problems represented in applying procedures that will achieve accuracy according to what is customary in the oil industry worldwide. Presentations were made through the closed circuit using Microsoft Teams application by the coordinators and supervisors of : the metering office at the Hariga oil terminal, the metering office of Sarir oil field, the metering office of the Ras al-Minghar and the Benghazi asphalt plant, the metering office of Zueitina oil terminal, the metering office of Marsa Al- Brega oil terminal, the metering office of Ras Lanuf compound, the metering office of Ras Lanuf & al-Harouj terminal, the metering office of Sidra oil terminal, the metering office of the Zaweya oil refinery terminal, the metering office of Mellitah compound, the metering office of Amal oil field, the metering office at Ajkharra and Nakhla oil fiels, the metering office of 103 and Abul-Tifl oil fiels, the metering office of Annafourah oil field and the metering office of Sharara oil field.
At the end of the meeting, Director of the General Dept. of Inspection and Measurement emphasized that the department is entrusted with supervising the application of standards for oil and gas & their derivatives measurements, and furthermore it is authorized to approve the measurements results. He also suggested to hold another meeting as soon as the restrictions of the Corona pandemic are loosened, to be held at the department headquarters at Ras Lanuf.
